David Peffer is part of a group within BBSW that provides regulatory services to numerous CCA programs in California, including Marin Clean Energy, City of Lancaster, Sonoma Clean Power Authority and Silicon Valley Clean Energy Authority. David has worked with BBSW’s CCA clients in a variety of regulatory proceedings at the CPUC, including the Integrated Resource Planning proceeding, the Energy Storage proceeding, and the PG&E and SCE general rate case proceedings.
David brings significant experience practicing before the California Public Utilities Commission (CPUC) to BBSW. Prior to joining BBSW, David represented clients in complex planning and procurement proceedings at the CPUC, including the 2012 Long Term Transmission Planning proceeding, San Diego Gas and Electric’s applications to purchase power from the proposed Pio Pico and Carlsbad Energy Center power plants, and the 2014 San Onofre Nuclear Generating Station decommissioning cost allocation proceeding.
David’s experience is backed by strong academic credentials. He is a 2009 graduate of the University of Michigan Law School. He has a master’s degree in political science from the University of Michigan, and a bachelor’s degree from U.C. Berkeley, where he graduated with high distinction (magna cum laude). David is a member of the California State Bar.
