Kevin brings over 20 years of experience in providing high-level counsel to public agency clients contending with California's ever-changing energy markets. His primary areas of expertise include strategic legal and regulatory policy development and advocacy, power purchase and transmission agreements and negotiations, project agreements, balancing authority operations and operating agreements, as well as advising on matters of joint powers agency formation and operation, regulatory compliance and market design.

Kevin has extensive experience with novel and complex agreements and has had a hand in many firsts, particularly involving the California Independent System Operator (CAISO): the first Metered Subsystem Aggregator Agreement, the first Pseudo Tie Agreement, the first Market Efficiency Enhancement Agreement, and the first Approved Project Sponsor Agreement.

Among his clients, Kevin currently serves as counsel to the Balancing Authority of Northern California (BANC) joint powers agency, where he supports North American Electricity Reliability Corporation/Western Electric Coordinating Council reliability standards compliance, resource planning, and inter-balancing authority arrangements - including dynamic transfers, reserve sharing and the CAISO Western Energy Imbalance Market (EIM), and was the legal team lead for EIM implementation in the BANC footprint, which was the first public power participant in EIM.

For over 17 years, Kevin has also served as legal counsel to the Sacramento Municipal Utility District's (SMUD) Office of General Counsel in areas of CAISO market interactions, resource contracts, transmission development, Open Access Transmission Tariff matters, as well as various regulatory proceedings before the Federal Energy Regulatory Commission and the California Public Utilities Commission.

Prior to joining BBSW, Kevin served in a variety of legal and regulatory roles with the California Manufacturers and Technology Association, the Northern California Power Agency, and SMUD. He also served as a senior consultant and legal counsel in the California State Senate, including during the time of energy industry restructuring.

Kevin received his Bachelor of Science degree in Geology from San Jose State University in 1986 and Master of Arts in Public Policy and Juris Doctor degrees from Regent University in Virginia in 1994. Kevin is a member of the California State Bar.
